The Organisation of Eastern Caribbean States (OECS) is procuring Virtual Coaching and Classroom Equipment on behalf of its member countries. The turnaround for this request is very quick and your response is due Tuesday, June 30 by 3:00pm AST.
You may bid any number of the three lots; but you must bid all items in any lot you choose to bid.
Bids must be submitted in XCD. Please refer to the Eastern Caribbean Central Bank standard conversion rate at the time of your submission.
All pricing should be FOB Port of Antigua.
Anticipated taxes and duties should be stated separately. Arrangements for the waiver of these amounts will be facilitated by the Member States, prior to the goods’ arrival. These costs are payable to the awarded supplier only if incurred and evidenced by documentation, which must accompany the supplier’s final invoice.

Information Regarding Bidder Eligibility
Eligible Goods and Services – It is a requirement that bidders comply with the authorized USAID geographic code 937, pursuant to applicable source and nationality regulations as defined by USAID policies on procurement. Quotes must indicate the source of all items.
- Geographic Code 937 is defined as the United States, the cooperating/recipient country, developing countries other than advanced developing countries, and excluding prohibited sources (Attached "Eligibility" Doc).
- “Source” and “nationality” are defined as follows:
- “source” means the country from which a commodity is shipped to the cooperating/recipient country or the cooperating/recipient country itself if the commodity is located therein at the time of the purchase, irrespective of the place of manufacture or production, unless it is a prohibited source country.
- “nationality” refers to the place of legal organization, ownership, citizenship, or lawful permanent residence of suppliers of commodities and services.
Notice – Procurement of Virtual Coaching & Classroom Equipment
Background:
The Organisation of Eastern Caribbean States (OECS) is seeking suppliers for the Procurement of Virtual Coaching & Classroom Equipment and Accessories.

There will be Three (3) Lots or Categories within this program.
· Lot 1: Video Capture/ Streaming System For Teachers Colleges
· Lot2: Video Capture/Streaming System for Classrooms/MOE Resource Room ANU and SKN
· Lot 3: Virtual Coaching Equipment for the OECS/USAID Early Learners Programme
Invitation to Submit Price Quote:
The Organisation of Eastern Caribbean States (OECS) has partnered with EASiBuy to manage the pricing submission and bidding process.
Pricing will be collected through Tuesday June 30th by 3pm AST.
Reverse Auction allows suppliers to submit a price offer and, in real time, see your rank and make a decision to modify your pricing downward to achieve a first place position in a predefined amount of time. The only thing you know is your price offer and your rank. EASiBuy will reach out to you to provide training and access to the on-line price submission platform.
The lots will remain open for 5 days. At any time during the duration, you are encouraged to log in and review your rank as they may change in real time.
OECS Bid Evaluation Criteria
Addendum #2
This addendum serves to 1) provide the time-frame for delivery of goods, Lot 1, Lot 2 and Lot 3 for delivery to Antigua and to 2) update the Criteria for Evaluation of Bids to include the delivery time-frame.
1. Delivery time-frame – Latest delivery date is 4 weeks from contract award notice
2. Revised Evaluation Criteria to include delivery time-frame:
The OECSC’s evaluation of a bid shall take into account, in addition to the Bid Price quoted, the following factors, criteria and methodologies.
The OECSC shall evaluate each bid, Lot by Lot, that has been determined, up to this stage of the evaluation, to be substantially responsive. Provided that the bid is substantially responsive, for small value item(s) determined to not be responsive to the requirements of the technical specifications, the average price of the item(s) quoted by substantially responsive bidders will be added to the bid price and the equivalent total cost of the bid so determined will be used for price comparison purposes only.
1. Compliance with Technical Specifications
The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meets the requirements stipulated in the Technical Specifications.
2. Delivery schedule (As specified in Addendum #1 item 1):
The Goods specified in the List of Goods for each Lot are required to be delivered within four (4) weeks of the contract award notice. Bids offering delivery after the final date shall be treated as non-responsive.
3. Post-Bid Qualification Requirements
After determining the lowest-evaluated bid in accordance with 1. above, the OECSC shall carry out the post qualification of the Bidder in accordance with (i) and (ii) below.
Experience and Technical Capacity
(i.)Bidder must have experience in the supply of goods similar to the goods in the bid for a period of at least three (3) years prior to the deadline for bid submission.

If the bidder is a Joint Venture (JV), the members in charge should meet these requirements.
(ii.) The Bidders shall submit reference lists for not less than one (1) successfully completed similar contract during the last three (3) years, for similar virtual coaching and classroom equipment (based on bids submitted for the named lots) within the last 3 years, for an amount of not less than:
· Lot 1 – Virtual Coaching Equipment – US$240,000.00
· Lot 2 – Virtual Classroom Equipment – US$68,000.00
COMPARISON OF BIDS
For evaluation and comparison purposes, the OECSC shall convert all bid prices expressed in USD into Eastern Caribbean Dollars (EC$), using the selling exchange rates established by Eastern Caribbean Central Bank on the bid submission date.
OECSC’S RIGHT TO ACCEPT ANY BID AND TO REJECT ANY OR ALL BIDS
OECSC reserves the right to accept or reject any or all Bids. Without limiting the generality of the foregoing, a Bid will be summarily rejected if: it is conditional; it is incomplete, it is obscure or irregular; or it has unit rates that are obviously unbalanced; or if any material submitted is either fraudulent or misleading.
